Semiconductors will power the future of the world. As the world become more digital, semiconductors as the “brains” of all modern electronics will be ever more present in all sectors of the economy. Its pervasiveness and ubiquity is already very apparent especially during this period of Covid-19. The emerging technologies of 5G, IOT, AI, Electric Vehicles, Smart Cities will increase the demand of semiconductors exponentially.
Yet, the industry is facing challenges, including the US-China trade war, the ongoing Covid-19 demand & supply issues and technology race with countries like US, China, Korea and Japan doubling down on investments in semiconductor both in research & development and increasing fab capacity within their home countries.
What are the implications of these developments to the global E&E industry and how can Malaysia seize some of these opportunities and reinvent itself?

Lip-Bu has been named one of the Top 10 Venture Capitalists in China by Zero2ipo and was listed as one of the Top 50 Venture Capitalists on the Forbes Midas List. He was the recipient of GSA’s 2016 Dr. Morris Chang’s Exemplary Leadership Award. In 2017, he was ranked #1 of the most well-connected executive in the technology industry by the analytics firm Relationship Science.
Dillon Atma Singh, CEO of JF Technology Berhad has over 28 years of experience in the semiconductor industry and has held senior leadership positions as Sr Director in Renesas, a leading Japanese semiconductor company and prior to that Intersil (through its acquisition of Elantec Semiconductor), a leading American Power Management semiconductor company, managing its entire Asia operations.
He has a Bachelors Degree in Electrical Engineering Majoring in Communications from University Technology Malaysia and a Masters in Business Administration from Maastricht School of Management (Netherlands).
Ramiro Palma is a Managing Director and Partner and core member of BCG’s Technology, Media, and Telecom practice based in Austin, TX. Ramiro focuses primarily on the semiconductor industry and works along the entire value chain including materials, equipment, design, and front-end/back-end manufacturing.
Ramiro typically works at the intersection of engineering, operations, and product marketing and has deep expertise in the structure and function of the global semiconductor supply chain. Prior to BCG, Ramiro was a founder of the Jon Brumley Texas Venture Labs, a startup accelerator that facilitated >$300M in equity funding for Texas startups. Ramiro received his PhD in Chemical Engineering, with a focus in systems engineering, control and optimization, from The University of Texas at Austin, where he was an NSF Fellow.
Ramiro also holds a BSChE with high honors in Chemical Engineering and a BS with highest honors in Chemistry from the University of Florida.
Jimmy Goodrich joined SIA in 2015 and is vice president for global policy. In this role, Jimmy leads SIA’s global policy team and works to advance SIA’s international competitiveness, trade, supply chain, and China policy agenda. An expert in Chinese technology and innovation, Jimmy is a member of the Executive Committee for Beijing-based United States Information Technology Oce (USITO), representing SIA in his capacity.
Jimmy has a diverse background in Chinese technology policy issues. Previously he was director of China policy at the Information Technology Industry Council (ITI) in Washington D.C. Before moving to Washington D.C. in 2012, Jimmy spent a total of seven years working in the tech sector in China, including for Cisco Systems, APCO Worldwide, and USITO.
Jimmy has a bachelor’s degree in comparative politics and East Asian studies from Ohio University. He is professionally uent in Mandarin and serves on the Board of Directors of the American Mandarin Society, which promotes mandarin- language study for young Americans.
Datuk Phang graduated with a Bachelor of Economics (Honours) from University of Malaya in 1981. He has had a distinguished career in the civil service of Malaysia, spanning 36 years in promoting foreign and domestic investments and assisted in developing the manufacturing and services sectors in Malaysia under the Malaysian Investment Development Authority (‘MIDA’) where his last held position was the Deputy Chief Executive Officer before his retirement in 2017.
He has served in various capacities including being the Assistant Trade Commissioner for MIDA London and Director of MIDA New York. Upon returning to the MIDA headquarters, he was appointed the Director of Foreign Direct Investment (‘FDI’), overseeing the promotion of global FDI into Malaysia.
Chee Ling has more than 19 years of vast experience in semiconductor industry and a holder of several patents in Packaging Technology. He holds a bachelor’s degree in engineering from University of Science Malaysia.

• Responsible for a worldwide organization of 22,000 staff, consisting of all the hard drive HDD factories in Asia, coupled with Engineering units in Japan and the USA.
• He has also sat on multiple university advisory boards, as well as being an active speaker at technology conferences/webinars, focused on innovation and 4IR implementation.
Datuk Ir. Ts. Dr. Siti Hamisah Tapsir is currently the Secretary General of the Ministry of Science, Technology and Innovation (MOSTI), Malaysia. Her role as the most senior civil servant in the Ministry is to provide leadership in the development of the country’s policy and strategic direction in science, technology, innovation and the economy. This includes driving the adoption of emerging advanced technologies such as artificial intelligence, robotics, precision technology and other advanced technology, such as nanotechnology and biotechnology through digitalisation and automation across both the public and private sector. Datuk Ir. Ts. Dr. Siti Hamisah Tapsir is also responsible for the research,
development, commercialisation and innovation grants as well as the debt and equity agencies of technology start-ups in Malaysia. Among the 23 agencies that she is responsible for includes MIMOS (a national applied R&D centre focusing on advanced ICT, electronics and engineering technology), the Malaysian Venture Capital (MAVCAP); Cradle Sdn. Bhd., the Malaysian Technology Development Corporation (MTDC), Malaysia Debt Ventures Berhad (MDV), the Malaysian Global Innovation and Creativity (MAGIC), the Malaysian Industry-Government for High Technology (MIGHT) and two science education centres, including the National Science Centre and National Planetarium. As Secretary General, she is also responsible for MOSTI’s operational and development expenditure, which was worth more than MYR 900 million in 2020. Thus, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir is also directly involved in the regulation, management and policy of the Atomic Energy Licensing Board (AELB) including LYNAS, Malaysian Nuclear Agency, Malaysian Space Agency, Department of Chemistry Malaysia and Yayasan Inovasi Malaysia. On 16 March 2021, Datuk Siti is appointed as the President of Malaysian Board of Technologist, recognizing her contribution and passion towards nurturing and preparing Malaysian technology-based, high-skilled talent for the challenging future.
Most recently, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir played a key role in the country’s response to COVID-19, where she leveraged on the Ministry’s existing agencies to lead the innovation, testing, vaccine development and the implementation of COVID-19 vaccination. She also leads the implementation of the National Science, Technology and Innovation policy (DSTIN 2021-2030), a national sandbox initiative (NTIS), the Malaysian Grand Challenge and MyHackathon to accelerate local technology development and commercialisation. These efforts came into fruition when the Prime Minister announced the establishment of the National Innovation and Technology Sandbox, which received an initial budget of MYR100 million, as part of a national strategy to guide the country into economic recovery. Subsequently, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir is also an appointed Member of the Investment Committee Penjana Kapital Sdn. Bhd., a special purpose vehicle established by the Ministry of Finance to manage MYR1.2 billion in venture funding through innovation by start-ups in automation and digitalisation.
Prior to her stint as the Secretary General of MOSTI, she was the Secretary General of the Ministry of Energy, Science, Technology, Innovation and Climate Change (MESTECC),
where she led the development of policy and strategic management in three key sectors, namely energy, science, technology and innovation (STI) as well as environment and climate change. This includes overseeing 30 governmental departments and agencies including Department of Environment Malaysia (DOE), Energy Commission Malaysia and Sustainable Energy Development Malaysia (SEDA). As Secretary-General, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir was also responsible for the overall administrative and financial matters of the Ministry.
In her role, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir led the reformation of the energy sector under the Malaysian Energy Supply Industry (MESI) 2.0 and steered Malaysia’s transition into renewable energy, especially in increasing the country’s target of renewable energy generation to 20% by 2025. For science, technology and innovation, she was keen to direct and spur the STI ecosystem in order to create equitable wealth and improve the nation’s well-being by realigning and redesigning the funding ecosystem within the ministry. With the urgent call for action in addressing climate change and ensuring environmental sustainability, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir played a big role in enhancing environmental monitoring with the reformation of the Department of Environment as well as the development of green technology. She also led cross-sectoral/cross-ministerial efforts in ensuring Malaysia’s commitment to the Paris Agreement.
During her tenure as the Director General of Higher Education Department in 2017-2019, she was deeply involved in the development of the Malaysia Education Blueprint 2015/2025 (Higher Education) and was tasked to implement the initiatives outlined in the Blueprint for public and private higher education institutions. She played a primary role in the establishment of the rating system for private colleges and led the liberalisation of private higher education. As the Director General, she was responsible for the amendments and harmonisation of the University and University College Act and the Private Higher Education Act. She significantly contributed to the formation of several foreign university branch campuses in Malaysia and the enhancement of public universities’ policies and governance. These strategies were specifically designed and executed to enhance the visibility of Malaysian universities in the global arena. This move has resulted in international acknowledgement and recognition of Malaysian universities’ high quality in teaching, research and global engagement.
Datuk Ir. Ts. Dr. Siti Hamisah Tapsir played a key role in MOHE’s Redesigning Higher Education initiatives, including the Integrated Cumulative Grade Point Average (iCGPA), the CEO at Faculty Programme, the 2u2i (work based learning) programme, the Malaysia Massive Open Online Courses (Malaysia MOOC), and the Accreditation of Prior Experiential Learning (APEL). She monitored the Education 4.0 initiatives including reviewing the challenges and impact of the Fourth Industrial Revolution on the Malaysian Higher Education ecosystem.
On a professional level, she is a registered Technologist with the Malaysia Board of Technologists and a registered engineer under the Board of Engineers Malaysia. In 2016, Datuk Ir. Ts. Dr. Siti Hamisah Tapsir received an Honorary Doctorate (Doctor of Science) from the University of Southampton for her outstanding contribution in engineering. She has also received numerous accolades including the Asia HRD Awards 2017 for her contribution to the Malaysian Society for advancing higher education in Malaysia and the Honorary Fellow of the ASEAN Federation of Engineering Organisations (AFEO) in 2017 for her expertise and experience in advancing the growth of engineering in the ASEAN region.
